The Municipality of the County of Richmond is currently accepting applications for the position of By-Law Enforcement Officer.

Working under the direction of the Chief Administrative Officer, this position will be responsible for investigating and resolving complaints with respect to the enforcement of municipal by-laws, as well as, adhering to policies, by-laws, acts, and regulations of the municipality and the province of Nova Scotia. The By-Law Enforcement Officer is also responsible for public education and awareness programs and services to ensure the protection of residents, property, and employees. The By-Law Enforcement Officer will be required to conduct their duties in accordance with established policies and procedures as set out by the municipality, including communicating with the public, members of Council, and fellow staff, in such a manner as to facilitate harmonious relations.

The County Administration operates Monday to Friday from 08:30 to 16:00. This position may require occasional evening and weekend shifts as needed. Hours of work will vary depending on the requests for investigation and resolution of complaints. The Municipality has an approved salary scale for this position, with placement and incremental increases based on qualifications, experience, and demonstrated ability to perform the job responsibilities. 

Specific Duties Include: 

  • Comply with requirements, in order to be appointed and sworn in as a Special Constable, of the Nova Scotia Department of Justice. 
  • Administer and enforce the By-Laws of the Municipality including, but not limited, to the Municipal Animal Control/Dog By-law.
  • Ensure timely and appropriate response, including follow-up, to public inquiries.
  • Maintain a high level of standard in customer service including accuracy, consistency and completeness in all documents issued.
  • Conduct all relevant inspections, orders or notices relating to Municipal By-Law infractions and complaints, in accordance with established procedures.
  • Collect evidence and manage documentation in a manner suitable for Court processes. 
  • Issue tickets and fines for Municipal By-Law infractions.
  • Educate and assist the public regarding compliance with Municipal By-Laws.
  • Assist in the development of policy for By-Law enforcement.
  • Liaise with local law enforcement in the registration and enforcement of Municipal By-Laws.
  • Develop and maintain adequate records and files, as required.
  • Complete monthly and quarterly statistical reports, as required. 
  • Prepare for and attend Court proceedings, as required. 
  • Assist other departments with Court-related matters, as required.
  • Assist in the revision of Municipal By-Laws, when required.
  • Attend monthly committee meetings and attend Council meetings as requested by Council, when required. 
  • Update training and knowledge required for the position, as required.
  • Other duties as assigned to assist in the enforcement of Municipal By-Laws.

Qualifications and Education Requirements 

Education / Work Experience:

  • Secondary School graduation certificate. 
  • Familiarity with Municipal By-Laws. 
  • At least two (2) years experience in a municipal capacity as a By-Law Enforcement Officer, or other applicable experience. 
  • Mediation training would be considered a strong asset. 
Minimum Qualifications:
  • Possess and maintain a valid driver’s license. 
  • Be at least 19 years of age.
  • Be a Canadian citizen or Permanent Resident of Canada. 
  • Clear a Police Records check, Criminal Record check, Vulnerable Sector check, and/or Background check.
  • Have adequate physical conditioning to carry out assigned tasks. 
Skill Requirements:

  • Strong working knowledge of computers, including Microsoft Office Suite.
  • Superior written and response skills. 
  • Exemplary communication skills.
  • Ability to function as a team player.
  • Ability to exercise good judgement in decision-making process.
  • Ability to set and achieve goals and objectives.
  • Ability to participate in conflict resolution and mediation skills.
