JOB SCOPE

Working as a team leader, project manager and facilitator performing administrative and professional tasks in the engineering, organizing, planning, and management for the division of Water and Wastewater, which includes CBRM Water Utility, and Wastewater Operations.  Works under the general guidance and direction of the Manager of Technical Support Services - Utilities.

MAIN FUNCTIONS

  • Supervises department support staff directly or through other staff to ensure CBRM water quality, effluent quality and quantity compliance for all regulatory requirements and system operations.
  • Oversees a utility wide water loss reduction program with full integration between all operating sections.  Monitors water system flow rates and provides support to water loss group regarding noise map interpretation, step testing, leak prioritization and appropriate work plans.  Ensures that protocols for repair, communication, tracking, and reporting are being followed and reviews performance to ensure appropriate performance targets and timelines are being adhered to.  Assists in report preparation and annual water audit preparation.
  • Utilizes CBRM enterprise asset management software (EAM) to manage service requests, work orders, etc., for the department and maintains a variety of records relating to personnel, equipment, process, supplies, and reports.  Assists in compiling and analyzing relevant asset management information in the CBRM EAM software to support capital planning. 
  • Participates in the facilitation of capital programs including project selection, preparation of proposal and tender documents, procurement of engineering and contraction services, project management and oversight.  Oversees assigned projects to ensure contractor compliance and execution project deliverables.  Directs contractors carrying out work on related facilities or infrastructure.
  • Oversees the safety of assigned workers by instructing individuals in proper safety procedures and monitoring their work in progress.
  • Develop and implement process initiatives to promote maximum operating efficiencies in the treatment and pumping facilities.  Controls and monitors operating costs and makes recommendations for department budget.
  • Manages a master metering and pressure management program complimentary to all transmission and distribution systems. 
  • Develops and maintains hydraulic modeling capability for the department relative to all water transmission and distribution systems while maintaining the “as built” character of various transmissions, distribution, collection and pumping systems.
  • Advises in the development of SCADA system for the monitoring and control of pumping stations, DMAs, lift stations and other remote locations. Develops responding protocol for all system alarms.
  • Works closely with the Supervisor of Water Treatment, Supervisor of Wastewater Treatment, CBRM Engineering Services, and other Utility and operations departments to ensure complementary relationship dealing with overlap of staff resources.
  • Advises Managers, Director and other municipal officials in matters relating to water and wastewater activities; acts as the direct line of communications to other functions within the CBRM; provides information to various civic, school, and public groups and individuals regarding water and wastewater services.
  • Provides interpretation and administration in Labour Relations to ensure consistency in the application of Collective and Supplementary Agreements and Letters of Understanding.
  • Participates in recruitment and selection activities.
  • Assists in motivating and evaluating personnel by acting as a liaison between treatment, distribution and collection, water loss, metering, and other municipal employees.
  • Participates in grievance procedure and resolution. 
  • Provides counseling, on a confidential basis, to staff including resolution of disputes.
  • Trains, supervises, and disciplines employees performing the duties of this department.
  • Assists in the tracking of operator certifications and liaises with NSE and course providers to provide technical training opportunities for staff.
  • Provides support to water/wastewater treatment staff in the preparation regulatory reports.
  • Serves on various employee or other committees as assigned.
  • Promotes good public and customer relations.
  • Responds to after-hours emergency alarms as required.
  • Other duties assigned by the Manager of Technical Support Services - Utilities.

MINIMUM QUALIFICATIONS(Must include copies of the items listed below)

  • Bachelor’s degree in civil, chemical, or environmental engineering.
  • Minimum 5 years’ work experience in a related field.
  • Member of Engineers Nova Scotia or ability to join.
  • Must possess and maintain a valid Nova Scotia driver’s license.
  • Criminal Records Check verification is required as a condition of employment.
  • Medical assessments including but not limited to physical, vision, and hearing tests may be required. The assessments must show the capacity of performing tasks of the classification. This will take place at a later date.

PREFERRED QUALIFICATIONS

  • Knowledge of SCADA systems, process instrumentation and control are preferred.
  • Experience with EAM software and knowledge of computerized maintenance management systems is an asset.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Considerable knowledge in the field of water/wastewater processes, practices, regulatory standards, and requirements.
  • Must be a skilled communicator possessing keen interpersonal skills.
  • Demonstrated experience in supervision in a Union environment.
  • Self-starter with motivational management expertise and the ability to build productive relations.
  • Ability to successfully manage change and participate as a team player.
  • Champions safe work practices for staff.
  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in public water/wastewater systems, pumping, treatment, collection and distributions systems, knowledge of pipe installation, connection and repair.
